Hacking label?

Saw this online, the serial label have no manufacture date but instead xbox game console hacking label? Is it one of those home made label?

It's "Tracking label" - it's the sticker the factory puts on first during the manufacturing process so the hardware can be uniquely identified before it has the final serial number label added. Normally it's either removed or the final label is stuck on top - judging from the adhesive residue, I guess that someone peeled the top label off and left the lower one there.
