I have a SCPH-70000 ps2 softmodded with Free MCBoot Version 1.953 and I want to change my ps2's system language to Spanish but, my unit only has the option for English and Japanese. I first opened a thread for this on PS2-Home but, I was advised by Jay-Jay to post here.

Sure, but with enough trickery it can in theory be replaced. It's much easier to edit PCSX2's RAM since all of the strings get decompressed there, rather than editing the BIOS files themselves. (It is however rather easy to have translated custom FMCB buttons not part of regular PS2 but that's, eh...) For example a couple months ago I made a Latvian translation.

While I won't be really able to help OP in any significant way, what I can give is the SJIS character layout that is used by the PS2, to get the diacritic characters you may need such as Ñ (86CE) and whatnot. The character tables seem to be different for the Memory Card and OSDSYS, one not changing much and the other having changes with many revisions. I posted the full table to PS2-Home too, which may come in handy.

What I am referring to is the available languages selectable in the menu, not the languages embedded in the OSDSYS.

If you mess with MECHACON EEPROM, you may be able to change the region of your PS2. However, on your model, the EEPROM writing is locked down.
