How to use 60 fps Dreamcast codes

I would guess Make a cheat with 01020C7E 00000009 in it, but I don't know what "offset track18.bin" means.

There is no guide on this site or on the entire internet I've looked help would be great.

1) download Re-Volt T-8101M V1.003 GDI image
2) open track18.bin in HEX editor
3) go to offset 0x7944D8E
4a) if value 01020C7E then replace to 00000009
4b) if value not 01020C7E then you download bad image
