Found this disk at a local Goodwill, Not exactly sure of it's use but looks like some sort of firmware upgrade to allow online play?
Anyways here is the rom dump, and a pic and video I found; of the disk I have

These discs (various versions exist and for different regions) were provided along with Network Adapters, some online games (FFXI?), and maybe the Linux kit IIRC.
They simply allow you to configure your network settings in your PS2, and save that to a file in a memory card.
Some of these discs included game demos and trailers.
The different variants of these discs are named Online Start-Up Disc, Network Access Disc and Network Adaptor Start-Up Disc.
