I had a pair of rapid surges today, one partial power outage where the power was half out before the generator turned on then another quick outage.
My PS2 which was in standby seemed to be done as I couldn't get it to turn back on, but I unplugged it let it sit for a few minutes plugged it back in and it's fine.

Is there a breaker inside the PS2 or did I just get lucky?

It's probably the protection circuit operating - most switch-mode power supplies will go into permanent shutdown if the operating conditions go too far outside the design range. In this case, you just have to disconnect the prime power and leave it for long enough for the caps to discharge so the control IC can reset.
