Ultracore being released in cartridge form

What I don't get is the fact that you will have to purchase the North American for 60hz gameplay or the European version for 50hz gameplay, while the game isn't going to be region locked. Surely it wouldn't have been that difficult to include both versions in the same cartridge like many region free Mega Drive games actually do.
